ENGR. MIDELO D. OCAMPO
Hon. Midelo D. Ocampo, Lupong Tagapamayapa Chairman. He is currently serving his 1st term as Punong Barangay of Milibili. He resides at Phase II Milibili Heights, Urban Poor. Aside from his thriving political career, Chairman Ocampo is also an Electrical Engineer by profession and a proud father to two daughters – his youngest followed his footsteps in engineering while the other took up BS Pharmacy. He is also an active advocate of civic activities within the barangay and in the city. His enthusiasm and sincere demeanor has become his advantage in effectively settling disputes in his level both as Lupong Tagapamayapa Chair and Punong Barangay. Engr. Ocampo is famous for his catchy tagline “Dapat May Plano”, a phrase which greatly suits his leadership style. His plans for the barangay are always well-thought of taking into consideration the welfare of his constituents before his own.
MELCHOR D. DURAN
Melchor D. Duran, Lupong Tagapamayapa Secretary. He is married to Meraluna Amangca Duran and father one beautiful daughter and three handsome sons. He is efficiently serving both the barangay and lupon since his appointment as Barangay Secretary of Milibili on January 1, 2017. His organizational skills with regards to safekeeping the barangay files and prompt compliance to the mandates of the agencies particularly the DILG has earned him and the barangay a good reputation. He gives active support in the implementation of various PPAs that benefits both the council and the barangay as a whole.
allan d. alava
Allan D. Alava Lupong Tagapamayapa Member. He turned 45 on January 18, 1972 and currently resides at Milibili Heights, Urban Poor together with his wife and four (4) children. He graduated highschool at Capiz Institute of Technology (now Capiz State University). Mr. Alava previously worked as a Security Guard at SM Dasmariñas. His eagerness to be of assistance in the development of the barangay is very evident in his participation in the activities facilitated by the council. Mr. Alava’s dedication towards his job as a Lupong Tagapamayapa Member enables him to introduce and employ methods that are beneficial to the settlement of the cases
FELIX P. APURADA
Felix P. Apurada, Lupong Tagapamayapa Member. He will turn 59 on March 22 of this year. He is married to Mrs. Gloria S. Apurada and fathers two daughters and 2 sons. Their family resides at Sitio Pamongbongan, Brgy. Milibili. At this time, he is working as a Procurement Officer in an export company called S.J. Marines. He has been in an export company called S.J. Marines. He has been serving as a Lupon Member since year 2013 and takes pride over what he considers a noble job. Born and raised in Milibili, Mr. Apurada is well known in the barangay to be approachable, hardworking and level headed. These traits have helped him earn the respect of the people most importantly the clients who wishes for a just and impartial hearing of their cases brought before the barangay.
Ernesto G. Arevalo, Lupng tagapamayapa Member. He was born in Bago City, Negros Occidental on September 2, 1959. Mr. Arevalo now resides at Sitio. Arcabalo, Milibili with his wife and daughter. He graduated his Marine Engineering course at Visayan Maritime Academy, Bacolod City. His buy and sell business is his family’s primary source of income. Driven with thriving passion to be of help in the community, he willingly accepted his appointment as Lupong Tagapamayapa Member. His happy disposition emanates in his face, one that is always ready to offer a smile to which helps put both parties in conflict at ease
ERNESTO G. AREVALO

Lilibeth C. Azarcon. Lupong tagapamayapa Mamber. She was born in Batac, Ilocos Norte on November 6, 1965. In 1988, she took up her Secretarial course at Batac Junior College. Mrs Azarcon is a loving and dedicated wife and mother to her husband and children. Her motherly approach and compassion enables her to facilitate the settlement of disputes brought to their level. Aside form performing Lupon duties, she also volunteers in various civic activities such as CVAC and feeding programs facilitated by the barangay.
FRED P. BAJADA
Fred P. Bajada. Lupong tagapamayapa Member. He will turn 48 on April 9 of this year. Mr. Bajada is born and raised in Brgy. Milibili and now resides at Sitio Proper. College Graduate. Tricycle driving primarily sustain the needs of his family but he willingly takes time off work to perform his job in the barangay if need be. Mr. Bajada is known in the barangay as a man of honor and good character. These traits have become his asset in the duration of his performance as a Lupon.
Celedonio B. banaylo
Celedonio B. Banaylo. Lupong tagapamayapa Member. Mr. Banaylo was born on January 15, 1941 at Antipolo, Pontevedra Negros Occidental. He now resides at Sito Fatima, Milibili with his wife. He finished his 3rd year College at West Negros College. Serving Lupon since 1991, Mr. Banaylo is considered a senior in the field of alternative settlement that is Katarungang Pambarangay. His expertise in handling cases derived from 2 and half decades of service as Lupong Tagapamayapa has become his advantage in effectively settling disputes. he has already establish quite a few yet effective methods that the barangay now employs during conciliation proceedings.
Rodolfo c. Bartolo. Lupong tagapamaya Member. he will turn 77 on June 20 of this year. Born and raised in Milibili, Mr. Bartolo is known in the barangay for his work as a carpenter. People would often describe him as diligent, decisive and a good father to his children. he began serving the barangay as a Lupong Tagaoamayapa Member since 2013 and his sincerity and impartiality during the performance of his functions clearly emanates in the way he handle cases. Fueled with determination to be effective in his job as a conciliator, he studies every case well and ensures none will be repudiated.
RODOLFO C. BARTOLO
LIBERTAD B. ENTOTE
Libertad B. Entote. Lupong tagapamayapa Member. She turned 75 on December of last year. She resides at Phase III Milibili Heights, Urban Poor. She is known in the barangay as an active member of the Church. This fact alone has helped her gain the trust of the clients, enough to assure them that their prayer of a just hearing will be achieved for the one thats handling their case is follower of God. Aside from being a Lupong tagapamayapa Member, she busies herself with different chores at home and taking care of her grandchildren.
ELEODORO A. EVANGELISTA
Eleodoro A. Evangelista. Lupong tagapamayapa Member. He resides at Sitio Arcabalo, Milibili with his wife. Previously, he worked as a freelance Construction Foreman within and outside the city. Mr. Evangelista has been serving the barangay as a Lupong tagapamaya since 1986, probably a veteran at this kind of job. Asise from his lupon duties, Mr. Evangelista is also active in the civic activities facilitated by the barangay. In the attempt to ease up the tension between both parties, he would sometimes crack jokes in between proceedings. This somehow aids in the settlement of cases because the parties would then become receptive of the advices being offered to them.
WILFREDO E. HIGO
Wilfredo E. Higo. Lupon Member. He just turned 58 last February 21. He was born and raised in Milibili and now resides at Sitio Pagutok together with his wife and daughter. Mr. Higo started working as a security guard at PLDT in 1997 up to the present. Being a security guard requires one to be trustworthy, attentive and always on one's toes. These qualities have been his advantage in his manner of settling disputes. he listens attentively to the statement of both parties and is able to meticulously identify the root of their differences. This usually leads to a quick settlement of the case.
Executive Summary
Barangay Milibili, one of the 47 barangays of Roxas City with a total population of 6,740 according to 2015 Census of Population of the then National Statistics Office (now the Philippine Statistic Authority), is headed by the first-termer Punong Barangay Midelo D. Ocampo. The barangay is generally composed of residential areas and is home to multiple subdivisions and urban-poor housing projects. Visibly, it is moderately populated and it was known as one of those barangays with higher occurrence of criminality in the past especially at night.
During his leadership, PB Ocampo implemented proactive campaigns to initiate reforms in the barangay and work with partners in the maintenance of peace and order and public safety and the provision of basic social and economic services to his constituents. In all these endeavors, the PB believes that some of his great partners are the Lupong Tagapamaya Members of Barangay Milibili.
Under PB Ocampo's leadership as the Lupon Chairperson, the barangay has a total of ten (10) Lupong Tagapamayapa Members, including eight (8) male and two (2) female, with Barangay Secretary Melchor Duran as the Lupon Secretary. The Lupong Tagapamayapa Members were chosen based on their reputation among the barangay constituents. They are member of some of the biggest families in the barangay. The members are ordinary citizens whom barangay constituents can identify themselves with and interacts on almost in an everyday basis.
Why crimes decreasing in Barangay Milibili, Roxas City?
Many have been asking why crimes are decreasing in Brgy. Milibili, Roxas City?
The answer is because of the “Innovation” introduced by incumbent village chief, Engr. Midelo Ocampo, a professional electrical engineer, towards his constituents which are in conflict with neighbors or relative themselves.
Innovation is a process of translating an idea or invention into a good or service that creates value or for which customers will pay.
One of the 47 barangays of Roxs city, Milibili is composed of 9 sitios or villages namely Sumiga, Milibili proper, Pamongbongan, Arcabalo, Fatima, Calubihan, Sta. Monica, Pagutok and Urban.
The visitation also includes the so-called “Hinum-anun” with the constituents on how to properly segregate garbage which currently the number one problem on how to dump its garbage in the Sanitary Landfill of the city government.
Other innovation is the putting up of suggestion drop boxes in all sitios for anyone who don’t want to expose publicly their internal problems with their neighbors which will be cater by the LT secretly.
According to Ocampo, there were about 52 cases were reported in his barangay in 2015 and reduced to 46 in last year. “I expect that it will reduce to lowest level by this year”, said Ocampo.
Milibili has a total population of 6,740 with a total household of 1,685.
Chaired by Ocampo, the LT of Milibili village here is Region 6’s entry to the component city category of the national Department of Interior and Local Government (DILG) 2017 Lupon Tagapamayapa Incentives Awards (LTIA).
Ocampo said he is happy that their community was the lone representative of Region 6 to the national search in Manila.
Ocampo is on his first term as village chief of Milibili and would be the second time that his barangay will join the national search. Last year, Milibili was the entry of Region 6 to national search in Manila.
